Cant download high sierra from app store mojave

I had the same issue upon completing a vanilla install of a MacOS Mojave 10.14 VM (VMWare). I guess the current Xcode version in the App Store supports

I installed MacOS High Sierra 10.13 and can't install Pages and Numbers from AppStore , because it supports only with 10.14! This can be obtained from the Mac App Store using a machine that supports Mojave, or by using the built-in downloading feature of the tool.
