New vegas mod organizer download speed

I'm trying to install all these mods, but NMM is being weird, or maybe I'm not using it right. Whenever I try to download a mod, for example, Project Nevada, all that is downloaded is the WMX compatibility. It does not download the actual mod, am I supposed to download the mods separately and then use NMM?
